It's only if you already have a local agent and are looking for a job. It's a way to establish your career with the agent so when a new applying to new job postings, it's not like starting over every time. It uses a pool of stories and bullet points you must build yourself to pull from so you get a resume that's actually worth sending. While I haven't gotten a job yet, I did net 2 separate phone interviews with SpaceX so I know it works.
